VIDEO: KAPATU, OWC Officials Inspect Perimeter Wall Built by Karachunas in Kotido
Kotido, Uganda – East Africa / January 12, 2025.
Officials from the Karamoja Peace and Technology University (KAPATU) project, along with a delegation from the Ugandan government’s Operation Wealth Creation (OWC), recently inspected a concrete perimeter wall constructed by the Karachunas (reformed warriors) around the Bishop’s residence in Kotido Catholic Diocese, Kotido District, Karamoja sub-region, Uganda, East Africa.
The 32 Karachunas involved in this project were trained in bricklaying and masonry as part of a community youth engagement initiative aimed at establishing KAPATU. “This perimeter wall demonstrates that the Karachunas can be trained, participate in productive economic activities, and disengage from cattle rustling and insecurity,” stated Rt. Rev. Bishop Dominic Eibu MCCJ, the President of KAPATU University and Bishop of the Kotido Catholic Diocese.

The inspection team consisted of the following members:
- H.E. Amb. Lt. Gen. Philip Idro – Principal Advisor to Gen. Caleb Akandwanaho Salim Saleh, Chief Coordinator of Operation Wealth Creation, and Special Advisor to H.E. the President of the Republic of Uganda on Defence and Military Affairs (CCOWC/SPAD).
- Hon. David Bwangamoe Pulkol – Principal Advisor to the CCOWC/SPAD.
- Counsel Twinobusingye Severino – Principal Legal Advisor to the CCOWC/SPAD, Chairperson of the University Council, and President of the Catholic Lawyers Society International (CLASI).
- Rt. Rev. Emmanuel Bernardino Lowi Napeta – Bishop of the Catholic Diocese of Torit in South Sudan and Member of the Board of Advisors for CLASI.

KAPATU is set to play a vital role in promoting peace, sustainable development, and socioeconomic transformation in Karamoja. It has plans to provide transformative higher education focused on 21st century skills for self-reliance and community development.

Delegates Celebrate KAPATU Inspection Visit with Special Cake-Cutting Ceremony

After the celebration of the Holy Eucharist at the Good Shepherd Cathedral in Kotido Catholic Diocese, Kotido District, the main celebrant, Rt. Rev. Bishop Dominic Eibu MCCJ, who is the Bishop of Kotido Catholic Diocese and the President of the Karamoja Peace and Technology University (KAPATU) Project, led a special cake-cutting ceremony. This event marked the successful start of the inspection of KAPATU facilities by delegates from the Ugandan government’s Operation Wealth Creation (OWC) program, along with other key stakeholders. Their aim was to assess the viability of the existing facilities for the commencement of the university.
The Concelebrants of the mass were the Rt. Rev. Bishop Emmanuel Bernardino Lowi Napeta, the Bishop of Torit Catholic Diocese in South Sudan and the Rt. Rev. Bishop Sanctus Lino Wanok, the Bishop of Lira Catholic Diocese and the Vice President of Uganda Episcopal Conference. This day also marked the celebration of the 2nd anniversary of the Rt. Rev. Bishop Dominic Eibu MCCJ and the Rt. Rev. Bishop Emmanuel Bernardino Lowi Napeta.

KAPATU Inspection Visit: Ambassador Idro Delivers Delivers Gen. Saleh’s Special Message

H.E. Amb. Lt. Gen. Philip Idro, the Principal Advisor to Gen. Caleb Akandwanaho Salim Saleh, the Chief Coordinator of Operation Wealth Creation and Special Advisor to H.E. the President of the Republic of Uganda on Defence and Military Affairs (CCOWC/SPAD), delivered a special message on behalf of Gen. Saleh to congregation members during a holy mass held at the Good Shepherd Cathedral in the Kotido Catholic Diocese, Kotido District, on January 11, 2025.
Gen. Idro led a high-powered delegation from the government of Uganda’s Operation Wealth Creation (OWC) to inspect available facilities and evaluate their viability for the initial establishment of the Karamoja Peace and Technology University (KAPATU) Project. This project is headquartered at Christ the King Catholic Parish in Losilang, Kotido District.
The message reassured that Gen. Saleh would continue to support the KAPATU Project, highlighting the university’s potential to transform the Karamoja Sub-region concerning peace, education, health, and, most importantly, commercial agriculture, which is part of the OWC’s mandate.

On January 11, 2024, a delegation of officials from the Government of Uganda’s Operation Wealth Creation (OWC), along with key stakeholders and guests, inspected the facilities for the Karamoja Peace and Technology University (KAPATU) Project. The event began with a celebration of the Holy Eucharist at the Good Shepherd Cathedral in the Kotido Catholic Diocese, located in Kotido Municipality.
The main celebrant of the Holy Mass was the Rt. Rev. Bishop Dominic Eibu MCCJ. The Concelebrants were the Rt. Rev. Bishop Emmanuel Bernardino Lowi Napeta, the Bishop of Torit Catholic Diocese in South Sudan and the Rt. Rev. In a significant step towards the full operationalization of Karamoja Peace and Technology University (KAPATU), Gen. Caleb Akandwanaho Salim Saleh, the Chief Coordinator of Operation Wealth Creation and Special Advisor to H.E. the President of the Republic of Uganda on Defence and Military Affairs, has sent to Kotido a high powered delegation led by H.E. Amb. Lt. Gen. Philip Idro- the Principal Advisor to the CCOWC/SPAD, the Hon. David Bwangamoe Pulkol- the Principal Advisor to the CCOWC/SPAD and Counsel Twinobusingye Severino the Principal Legal Advisor to the CCOWC/SPAD.
The delegation conducted an official site visit at Losilang Catholic Parish, the headquarters of the University, Kotido District, located in the Karamoja subregion. The delegation confirmed the suitability of the site for the University. This is a Kairos moment in the struggle for uplifting the Karamoja sub-region.

The delegation then proceeded to Kanawat Health Centre iii and inspected the land allocated for the construction of the Faculty of Health Sciences. Kanawat Health Centre iii is to be up graded to a super specialized University Teaching Hospital. Kanawat hospital is expected to enhance healthcare services in the region.
In a further boost to the project’s viability, the Uganda Government has approved a substantial allocation of UGX 180 billion in the FY 2025/26 National Budget for KAPATU. This is a further demonstration of the government’s commitment to advancing education and development in Karamoja.

Gov’t & Catholic Church Agree to Collaborate on Special Projects in WALK-T Regions

The government of Uganda has committed to funding and collaborating with the Catholic Church on various special projects focused on education, health, agriculture, and peace in the West Nile, Acholi, Lango, Karamoja, and Teso (WALK-T) regions. This decision was reached during a meeting on January 3, 2025, in Gulu City, which included Gen. Caleb Akandwanaho Salim Saleh, the Chief Coordinator of Operation Wealth Creation and Special Advisor to the President of Uganda on Defense and Military Affairs, along with members of the clergy from the WALK-T regions.
Notable attendees included His Grace Raphael p’Mony Wokorach MCCJ, Archbishop of Gulu Archdiocese; His Lordship Dominic Eibu MCCJ, Bishop of Kotido Catholic Diocese; His Grace Dr. John Baptist Odama, Archbishop Emeritus; Hon. The bishops agreed to establish a formal partnership with the Ugandan government for special projects in the Catholic Dioceses of Kotido, Moroto, Soroti, Lira, Arua, Nebbi, and Gulu Archdiocese. To date, the government has allocated over UGX 3 billion to the Cassava project for Gulu Archdiocese. Additionally, on his 65th birthday on January 14, Gen. Saleh opted to use the occasion as a fundraiser for Dogini Farm Limited, owned by the Little Sisters of Mary Immaculate of Gulu. He raised over UGX 1.2 billion in cash, along with tractors, Friesian cows, and materials needed to complete the sisters’ convent.
In the Karamoja subregion, President Yoweri Kaguta Museveni, the founding Chancellor of the Karamoja Peace and Technology University (KAPATU) Project, has allocated UGX 180 billion towards the establishment of the university. The goal is to foster social and economic transformation through peace, education, health, and agricultural initiatives based in Kotido Diocese, with plans to extend services to Moroto Diocese and the wider Karamoja subregion. The cooperation is underway, and the next step is to implement these initiatives once the formal agreements are signed between the government and the respective Catholic dioceses.

WALK-T Regional Leaders Write to Gen Saleh about KAPATU Funding Resolution
Gulu, Uganda – East Africa / December 24, 2024.
Leaders from the West Nile, Acholi, Lango, Karamoja, and Teso (WALK-T) regions have sent a letter to Gen. Caleb Akandwanaho Salim Saleh, the Chief Coordinator of Operation Wealth Creation and Special Advisor to the President of the Republic of Uganda on Defence and Military Affairs, regarding a significant resolution concerning the funding of the Karamoja Peace and Technology University (KAPATU) Project for the Financial Year 2025/26.
This correspondence follows a meeting that took place on December 24, 2024, at the Acholi Inn Hotel in Gulu City. The meeting, chaired by Gen. Saleh, included Members of Parliament, LC5 Chairpersons, Mayors of Cities and Municipalities, and leaders from the business communities within the WALK-T regions. Key resolutions from the meeting included:
“THAT Gen Salim Saleh is asked to direct the Permanent Secretary and Secretary to the Treasury (PS/ST), Ministry of Finance, Planning and Economic Development, Ramathan Ggoobi to include the UGX 180 Billion approved by Cabinet in the Budget Frame Work Paper 2025/2026 for inclusion in the budget 2025/2026.”
The letter requested follow-up action from Gen. Saleh, the WALK-T leaders highlighted government bureaucratic procedures that have frequently caused delays in project funding. They expressed their desire for KAPATU not to experience similar issues.
